Quick answer

If you want to help the refugees and Halsin, resolve the Goblin Camp situation before accepting the Mountain Pass or Shadow-Cursed Lands transition. Those transitions can advance unresolved Act 1 events. Story spoilers follow.

Find the imprisoned druid

In the Shattered Sanctum inside Goblin Camp, find the ornate door on the eastern side leading to the Worg Pens. The bear in the cage is Halsin. Interact with the scene and fight the guards to free him; goblin youths may run for help, so watch the doors.

Afterward, Halsin can join temporarily, but accepting him in the camp makes the camp hostile. If you want to handle leaders separately, he can wait in the pens while you deal with them.

Resolve and report

The goblin leaders are Priestess Gut, Minthara and Dror Ragzlin. Defeating the leaders is one route to protect the Grove; telling Minthara its location can instead initiate a raid. After resolving your chosen route, speak with Halsin and return to the Grove. Talk to Zevlor about the refugees and follow the journal; the celebration can occur on a later long rest.

Before leaving the region, check related rescues and unresolved conversations. Different decisions can change who survives and which quests remain; save manually before irreversible choices when the difficulty allows. This draft follows the community wiki and has not been playtested here.
