Quick answer

Place 15 ordinary bookshelves with an air gap and understand the difference between a level-30 requirement and the cost.

For the highest regular enchantment option, place 15 ordinary bookshelves around the enchanting table with an air gap between them. Bring lapis lazuli and reach the level shown on the option. A level 30 requirement does not mean the table consumes 30 levels.

This same-height, empty-gap layout works as a conservative choice for international Java and Bedrock. Chiseled bookshelves are not substitutes for ordinary bookshelves. Some intervening-block rules differ by edition, so leave the gap as air.

Gather the materials

An enchanting table uses four obsidian, two diamonds and one book. Fifteen ordinary bookshelves require 45 books and 90 planks in total. Use the recipe book to make them and distinguish logs from planks. You can start with fewer shelves, but they offer lower available enchantment levels.

Make paper by placing three sugar cane in a horizontal row on a crafting table; each craft yields three paper. Combine three paper and one leather in the crafting grid to make one book. To craft the 45 books for the shelves from scratch, gather 135 sugar cane and 45 leather; the enchanting table needs one additional book if you do not already have it.

Place one ring of shelves

This is a top-down view, all on the table's level. B is an ordinary bookshelf, . is air, T is the table and E is the entry:

B B B B B
B . . . B
B . T . B
B . . . B
B B E B B

There are 15 shelves around a one-block air gap; no second storey is needed. Keep torches, carpet, snow and decorations out of the gap. Put lighting outside the ring instead. Being able to walk through a gap is not proof that a shelf is counted.

Enchant an item

  1. Open the table, place an enchantable item or book in its slot and add lapis lazuli.
  2. Read the level requirements on the three choices. With the layout working, the bottom regular choice can show a level 30 requirement.
  3. In ordinary Survival, selecting the third choice normally costs three lapis and three experience levels. You must still have reached the level requirement displayed before clicking.
  4. Read the offered hint and decide whether to spend the materials. The hint may not show every enchantment received; choosing level 30 does not guarantee Fortune or another specific result.

If the cost takes you below the requirement, you may need to regain levels before another attempt. That does not mean the shelves stopped working. An already enchanted ordinary item cannot simply be put back in the table to stack another enchantment; consider the anvil route instead.

No level 30 option?

Count 15 ordinary bookshelves, check their positions and clear the air gap, then insert an item that can be enchanted. If the option appears but cannot be selected, check your current level and lapis. A missing option and an option you cannot afford are different problems.
